Professional Experience Summary
Jim is a consultant and lecturer in Project Management and DoD acquisition strategies. He has over 30 years experience in the project management and procurement fields in both DOD and private industry. His consultancy includes strategic and project planning and execution; proposal development and review; and prime and subcontract negotiation and administration. Jim lectures for ESI International and The George Washington University School of Business and Public Management. He also served as Adjunct Professor at Syracuse University where he taught Economics and Production Operations Management.
Prior to forming The Xcelsi Group, Jim was Director of Programs and Contracts at Spectral Systems Inc., a systems-engineering firm offering total systems solutions to the Electronic Warfare (EW) communities, including the National Security Agency and the Air Force's Big Safari Program Office. Jim successfully directed numerous technology insertion programs designed to improve the effectiveness of USAF's most critical reconnaissance and surveillance platforms.
Before retiring from the USAF, Jim held numerous leadership positions in the acquisition career field. He was a Project Manager in a flight test organization and the F-16 Program Office; an Integrated Product Team (IPT) Lead in the C-17 Program Office; a Cost Analyst and Contracting Officer at the Air Force's premier research facility; and a contracting squadron commander in the Kingdom of Saudi Arabia.
